Introduction

Ministry of Education, Culture, Sports, Science and Technology Inter-University Exchange Project
Support for the Formation of Collaborative Programs with Universities in Asia (Tentative): “Multidisciplinary Education Program for Careers on Risk-Management Experts”
(CAMPUS Asia Plus Program at Kobe University)

Goal

Five graduate schools of Kobe, Fudan, Korea, Chulalongkorn University and the National University of Laos have organized a consortium to jointly train risk-management experts, capable of managing various risks we face in the era of globalization.

History

Japan proposed the “East Asian Regional University Exchange” initiative at the second China–Japan–South Korea trilateral summit held in 2009. This initiative resulted in the Collective Action for Mobility Program for University Students in Asia (CAMPUS Asia). In 2011, Japan’s Ministry of Education, Culture, Sports, Science, and Technology (MEXT) launched the “CAMPUS Asia Center Support Program,” and 10 pilot programs were selected. In 2016, the second phase of the CAMPUS Asia Program selected 17 universities. Kobe, along with Fudan and Korea Universities, jointly submitted the “CAMPUS Asia Program for Careers in Risk-Management Experts in East Asia” and cultivated risk-management specialists through Double degree, Exchange, Short-term study, and Joint education programs. In 2021, the CAMPUS Asia Plus “Multidisciplinary Education Program for Careers on Risk-Management Experts” was approved to further link the ASEAN partner universities.

Overview

From the academic year2021, adding to the double degree, student exchange, and short-term program that has been held at Kobe University, Fudan University, and Korea University for the past 10 years, we have launched the CAMPUS Asia Plus Program, which includes Chulalongkorn University (double degree, exchange program, short-term training) and National University of Laos (exchange program, short-term program). The online joint courses in English that have been offered in Kobe, Fudan, and Korea University will be extended to partner universities in ASEAN countries. Risk management practitioners will also participate as lecturers to provide more practical knowledge. Further we will enhance internships at international organizations, government agencies, medical institutions, and international and domestic NGOs, and provide joint education that allows students to acquire practical skills based on specialized knowledge.

Development of Human Resources

The CAMPUS Asia Program attempts to train risk-management experts capable of working on global issues. It provides a joint education course that allows the participants to obtain specialty practical and application skills and develop global leaders in risk management in the fields of politics, economics, management, international relations, security, public policies, and human resource. Thus far, 280 students have completed the program and are globally working in international organizations, research institutes, ministries or development agencies, and corporations.

Students who have earned 8 credits of risk management-related courses offered in English by partner universities can obtain a certificate of completion of CAMPUS Asia Plus Program for Multidisciplinary Education Program for Careers on Risk Management Expert jointly signed by the dean of the graduate school of the partner university.
